INTRODUCTION
Background of the Study
One of the most pressing global challenges today is poverty, which poses a significant threat to peace and stability. This issue deserves our attention and action, as it surpasses even the highly publicised struggles such as terrorism. As per Sachs (2019), over eight million individuals worldwide lose their lives annually due to extreme poverty. In 2010, the United Nations Development Project (UNDP) estimated that approximately 1.4 billion individuals were living in extreme poverty. The majority of these individuals, around 93%, resided in three specific regions: East Asia, South Asia, and Sub-Saharan Africa. In Nigeria, despite the government's efforts to address poverty through various initiatives, poverty remains a significant obstacle to national development. It is widely acknowledged as a significant danger to the continued existence of Nigeria as a nation. Finding a universal definition for poverty can be quite challenging, as researchers approach the topic from various perspectives. However, as Ubani(2021) suggests, poverty can be categorised into three distinct levels. There are three types of poverty: extreme poverty, moderate poverty, and relative poverty. Living in extreme poverty implies that the household is unable to fulfil essential requirements for survival. These individuals are constantly in need, unable to receive proper healthcare and lacking access to basic necessities like clean drinking water and sanitation. Many families struggle to provide education for their children and find it challenging to provide shelter for their families. Moderate poverty, on the other hand, typically describes living conditions where basic needs are barely met. Relative poverty is defined as a household income level that falls below a certain percentage of the average national income.
According to Adebayo and Adeola (2018), poverty in rural communities is a widespread problem that impacts millions of individuals worldwide. The situation is marked by restricted access to necessary services, low levels of income, and unfavourable living conditions. In many rural areas, residents depend on agriculture for their livelihoods, facing challenges such as climate change, market fluctuations, and limited access to technology and resources (World Bank, 2021). The recurring cycle of poverty in these areas is often worsened by inadequate infrastructure, including subpar road networks, insufficient healthcare services, and limited access to clean water and sanitation. A recent study highlights the potential link between rural poverty and limited access to education. In order for any society to experience meaningful development, it is essential that its citizens are educated and empowered. This education and empowerment enables individuals to pursue their own personal growth, as well as contribute to the development of their communities and nation as a whole. As stated by Oladapo (2013), the foundation for any nation's development lies in its rural communities, emphasising the importance of starting from the grassroots. According to a definition provided by UNESCO in 1989, it is believed that community education is the key to addressing illiteracy.
Akande [2019] views community education as essential for fostering self-confidence, self-respect, and personal independence, while also promoting human rights and social equality. It serves as a valuable resource for encouraging community members to actively engage in social activities that can create jobs, boost their incomes, and enhance their overall quality of life. The Canadian Association for Community Education [2022] views community education as a transformative journey that empowers individuals, uplifts communities, and contributes to global progress. This education they added is characterised by the inclusive participation of individuals of all ages. Community education has the potential to empower individuals by equipping them with the necessary knowledge and skills to enhance their living standards and expand their economic prospects (UNESCO, 2018). As an example, agricultural education programmes have the ability to educate farmers on sustainable farming practices, which can lead to improved crop yields and enhanced food security. Likewise, health education has the power to educate communities on preventive healthcare measures, leading to a decrease in disease rates and better overall health outcomes (FAO, 2020).
In addition, community education empowers rural residents, allowing them to actively participate in their own development. Additionally, it contributes to the development of local expertise, as individuals within the community gain valuable skills in resource management and become actively involved in decision-making (OECD, 2020). Through education, rural communities have the potential to overcome poverty and achieve sustainable development by improving human capital.
Statement of the Problem
In recent times, poverty in rural Nigeria remains a significant challenge, characterized by limited access to essential services, low income levels, and poor living conditions.Anyanwu (2019) opined that this is because rural areas in Nigeria are predominantly agrarian, with most residents relying on subsistence farming and small-scale agriculture for their livelihoods. Therefore , factors such as climate change, poor infrastructure, and limited access to modern farming techniques and financial services exacerbate the poverty cycle in these regions (NBS, 2020). The lack of basic infrastructure, such as reliable road networks, electricity, healthcare facilities, and clean water, further hampers development in rural areas. Many rural communities in Nigeria experience high rates of illiteracy and unemployment, which contribute to their persistent poverty (World Bank, 2019). Additionally, the high population growth rate in rural areas places further strain on already limited resources (UNDP, 2021).
Among others, community education has been identified as a crucial strategy for alleviating poverty in Nigeria's rural areas. This approach involves providing education and training that are tailored to the specific needs of the community, covering areas such as agriculture, health, and entrepreneurship. Agricultural education programs, for instance, can teach farmers improved farming techniques, pest control methods, and efficient water usage, which can enhance productivity and food security (FAO, 2020). Similarly, health education can raise awareness about hygiene practices, disease prevention, and maternal health, leading to better health outcomes. Community education also plays a vital role in empowering individuals, particularly women and youth, who are often the most affected by poverty. By equipping them with vocational skills and financial literacy, these programs can help create new economic opportunities and promote self-reliance (UNESCO, 2019). Furthermore, community education fosters social cohesion and encourages collective action, enabling communities to advocate for their rights and access necessary resources.
However, the utilization of community education as a tool for poverty alleviation in Enugu State, Nigeria, presents several challenges that need to be addressed to achieve effective outcomes. Enugu State, like many other regions in Nigeria, faces significant socio-economic disparities, with a large proportion of its rural population living in poverty. Despite the potential of community education to empower individuals and promote sustainable development, several issues hinder its effective implementation in Enugu State and the extent to which community education has been effectively utilized to bring people out of poverty remains understdiesd. Against this backdrop, the study seeks to examine
1.3 Objectives of the Study
The objectives of the study is focused on assessing the impact community education programs on poverty reduction in Enugu State. specifically, the study seeks to
Evaluate the existing community education initiatives in reducing poverty levels among rural populations in Enugu State.
Ascertain the extent to which these programs have improved economic opportunities, enhanced skills, and increased income levels for participants.
Investigate various obstacles hindering effective implementation of community education among rural populations in Enugu State.

1.5 Research Hypotheses
Ho: The extent at which community education programme have been effectively utilized for poverty alleviation in Enugu State is low.

1.6 Scope of the Study
The study focuses on the impact community education programs on poverty reduction in Enugu State. It aims to assess the impact of community education programs on reducing poverty, identify the obstacles hindering their successful implementation and sustainability, and propose strategies to enhance their effectiveness. The geographical scope of the study includes various rural communities within Enugu State. This regional focus allows for an in-depth analysis of the specific challenges and opportunities related to community education in the context of Enugu State's unique rural landscape.
1.7 Significance of the Study
The study holds practical significance in shaping policy formulation and implementation regarding poverty alleviation strategies in Enugu State. By evaluating the effectiveness of community education programs, the study can provide policymakers with evidence-based insights that guide the design and refinement of policies aimed at promoting and supporting these initiatives. Moreover, understanding the specific challenges and barriers faced by these programs can lead to more targeted resource allocation, ensuring that financial, material, and human resources are directed to areas where they can have the most significant impact. This approach can enhance the overall effectiveness and sustainability of community education programs, ultimately contributing to poverty reduction.The study makes a significant theoretical contribution by expanding the body of knowledge on the role of community education in poverty alleviation within the context of Enugu State, Nigeria. It provides empirical evidence that enriches our understanding of how community education can serve as a transformative tool in rural development. By analyzing the impacts and challenges of community education programs, the study contributes to educational theory, offering insights into the mechanisms through which education can drive socio-economic improvements in impoverished areas.
1.8 Definition of Terms
Poverty: Poverty refers to the state of being extremely poor, where individuals or communities lack the financial resources and essentials for a minimum standard of living. Poverty Reduction: Poverty reduction involves strategies and measures aimed at decreasing the level of poverty in a population. This includes economic development, improving access to education and healthcare, and implementing social welfare programs to enhance the quality of life for impoverished communities.
Community Education: Community education encompasses educational initiatives and programs designed to address the specific learning needs of a community. It focuses on providing accessible, inclusive, and relevant educational opportunities that empower individuals with knowledge and skills for personal development, economic improvement, and active participation in community life.
